I like the "economically empty" label. Number of people working is a fact that calls out for the use of percentages. Trump might be using the phrase because he thinks it shows that the U.S. economy is expanding, providing more jobs for our increasing number of people. But the increasing number of jobs to be filled needs some information about the pay and the type of job. If all new jobs are driving cabs for $10 per hour, that's nothing to brag about.
